Marine and Safety Tasmania (MAST)



Marine and Safety Tasmania (MAST)
is constituted under Part 2 of the Marine and Safety Authority Act 1997 and commenced operations on 30 July 1997.

The authority was established as a body corporate with perpetual succession with the following general functions and powers:

                • to ensure the safe operation of vessels;
                • to provide and manage marine facilities;
                • to manage environmental issues relating to vessels.
          The Authority has jurisdiction in and over:
                • the waters of all inland lakes, rivers and streams;
                • coastal waters;
                • any vessel; and
                • any marine facility under the control of the Authority.
          MAST is managed by a board appointed by the Minister for Infrastructure, Energy and Resources, which represent the various sectors of the boating community and at the same time is drawn from all parts of the state.

          The objectives of MAST are to provide:

                • a high level of service and facilities to commercial and recreational boat owners that meets their needs through consultation and involvment;
                • a regulatory framework that promotes a safe boating environment, allows equity of access, and promotes compliance with a minimum of intervention;
                • improved water safety to vessel owners and the community through promotion and education;
                • a financial management framework that is fair and transparent, and allows MAST to provide services and maintain its assets over the long term;
                • internal operations that are customer focused in terms of streamlined processes and staff approach using a range of both internal and external human resources that are cost efficient and highly skilled.
          MAST has identified seven goals which will ensure that the Authority makes progress in achieving these outcomes.

          These goals are each supported by strategies and these in turn by separate business plans.

                • Provide the environment for the safe navigation of all vessels in Tasmania
                • Ensure that vessels are properly constructed and safely operated
                • To develop highly effective administration processes in key customer service areas
                • Promote water safety through education and training of vessel operators
                • Provide marine facilites in Tasmanian waters
                • To optimise the performance of the Authority's staff
                • To ensure sound financial and asset management


          MAST manages a range of facilities in Tasmania, including:
                • 30 jetties and wharves
                • 21 boat ramps
                • 4 training walls and breakwaters
                • 2,800 moorings
                • 249 navigational aids

          These facilities have been transferred from either the former Department of Transport or from former Marine Boards.
